Read this before you use any number on this page

For 347 of the 690 operators, the last column is built from ICAO’s own published figure for that operator — its 2024 CO2 on State pairs subject to offsetting, from CCR Part III Table 2, multiplied by the Sector’s Growth Factor. Not an estimate, and not a country total.

For the other 343 there is no published per-operator figure, and each row says which reason applies: the State marked it confidential (146), the State never submitted an emissions report so ICAO gap-filled its State totals (40), or the operator has no row in Table 2 (157). Those rows fall back to the country pool, shared with every other operator on those routes including foreign carriers.

Even a published figure is not your notified obligation. Your State issues that privately by 30 November, calculated from your verified emissions report and reduced by any CORSIA eligible fuels. This page gives you its main input, not its output.

What is published, and is reproduced here exactly: which operators are attributed to which State, each operator’s own CO2 where its State submitted it, what CO2 flew on each State pair, and the Sector’s Growth Factor. All four come from ICAO documents, linked at every table.

What is estimated, and is labelled as such everywhere it appears: the country-level figures. They are route CO2 × a home-carrier share × the SGF. The carrier share is a judgement, it is shown on the face of every estimate, and it moves the answer more than anything else in the calculation. Treat every estimate as a range, not a number, and never as a compliance position.

There is no per-operator target, but there is a published per-operator number. CORSIA sets no intensity or absolute target per airline the way India’s GEI rules do for steel or cement. What ICAO does publish, in CCR Part III Table 2, is each operator’s own annual CO2, split into the part subject to offsetting and the part not — for every operator whose State submitted an emissions report and did not mark it confidential. Multiply the first by the Sector’s Growth Factor and you have that operator’s offsetting requirement before eligible fuels. That is what the last column does, for 347 of 690 operators.

Operator type is not in the source either. The ICAO document records State, operator name, attribution method and identifier — not whether an operator is scheduled, charter, cargo or business aviation. Grouping here is by State and by attribution method, which are in the data. Sorting 690 operators into categories by reading their names would look like data and be guesswork.

An asterisk means the State did not submit information for the latest year — 41 of 135 States. It is ICAO’s flag, reproduced as published.

Work out a requirement from a tonnage of your own

For the 343 operators without a published figure, and for any year or scenario of your own. A State calculates each operator’s requirement as its CORSIA-covered CO2 multiplied by the year’s Sector’s Growth Factor. Put a tonnage in and the arithmetic is ICAO’s.

Covered is narrower than total. Only international flights between two participating States count. Domestic flights, and flights with one end in a non-participating State, are out. An estimate built on an airline’s total or Scope 1 emissions will overstate the requirement, usually by a lot.

What changes on 1 January 2027

Four States enter the scheme at once, and none of their operators has ever had a requirement. ICAO’s States for Chapter 3 State Pairs, Edition 7 (16 July 2026), records in its own amendment table: “Added the names of Brazil, China, India and Russian Federation as per the Note in Annex 16, Volume IV, Part II, Chapter 3, Paragraph 3.1.3.” Added under the mandatory rule, not by volunteering. Edition 6, for 2026, does not list them.

Their 2024 route CO2 sits entirely in the not covered column today, because offsetting bites only when both ends of a route participate.

Against a global 2024 requirement of 🔒 tonnes, that is an increase of about 42% — arriving in one step, into a unit market that is already short. The scheme-wide column is the one that matters for demand: once a route becomes covered, every operator flying it owes against it, including carriers already in the scheme whose flights to these four States were uncovered only because the far end was not participating. The last column is the slice that lands on the home carriers, and it is the only one the 40% apportionment applies to.

Where the number comes from, operator by operator

Every operator row carries a grade, and it is not decoration. P means ICAO publishes that operator’s own emissions and the offsets figure is built from them — 347 operators, each with a different number. The rest fall back to a country figure: all flying on that State’s routes, by everyone. How much of that belongs to any one of them depends on how many share it, and the grade says so.

Where one operator holds the State, the apportionment question disappears. 24 of the 135 States have exactly one attributed operator, and another 22 have two or three. For those the country figure is close to an operator figure, before foreign carriers are netted out. Where fifty-five operators share it, as in China, it says almost nothing about any one of them, and the grade says so.
