Who is reading?
The six answers are the same for everyone. Which order you read them in, and the path through them, is not.
The CRCF is the European Union's voluntary certification framework for carbon removals, carbon farming and carbon storage in products. Regulation (EU) 2024/3012 was signed on 27 November 2024 and entered into force on 26 December 2024. It is not an offset scheme and it is not a compliance obligation: it sets quality criteria, mandates third-party verification, and promises an EU registry. What it certifies is a unit; what it does not yet do is tell you what that unit is worth or who must buy it.
Through 2026 the scaffolding went up fast. The Commission adopted Implementing Regulation (EU) 2025/2358 in November 2025 setting the rules for certification schemes, certification bodies and audits. Delegated Regulation (EU) 2026/285 followed on 3 February 2026 with the first three methodologies — DACCS, BioCCS and biochar. A second delegated act covering carbon farming (mineral soils, peatland rewetting, afforestation) was adopted in July 2026 and, per the Commission, the carbon farming methodologies are expected to enter into force in the third quarter of 2026. Carbon storage in buildings is scheduled for publication by end 2026.
The gap between framework and market is the story. As of the Commission's own published table, five certification schemes — Isometric, Puro.Earth, Rainbow Standard, Oncra and Planet First Registry — have applied for recognition and every one is still marked 'in progress'. Not one has been recognised. The EU Registry that is meant to prevent double counting is not due until 27 December 2028. There is no published CRCF unit price, no compliance demand, and the Buyers Club is a voluntary demand-aggregation platform aiming at its first purchases by December 2026. For an Indian reader the practical question — whether an activity located outside the Union can ever be certified under CRCF — is not answered on any Commission page read this pass and is recorded below as unknown, not as no.

Article 1(1)(a) confines the framework's quality criteria to activities that take place in the Union
Article 1(1) of Regulation (EU) 2024/3012 establishes a voluntary Union framework for the certification of carbon removals and soil emission reductions by laying down, at point (a), "quality criteria for activities that take place in the Union". Points (b) to (d) cover verification and certification, the recognition of certification schemes, and the issuance and use of certified units. The geographic limitation sits on the activity, not on the certification scheme: a scheme established outside the EU can still be recognised under the Regulation, which is why the two must not be conflated. Richard’s view
The word doing the most work here is 'voluntary'. CRCF is being read in India as a European CBAM-style pressure, and it is not that. It is a quality standard looking for demand, which is a different animal and a different risk.

What does not exist
The numeric thresholds inside the adopted methodologies — baselines, additionality tests, permanence and liability periods per activity
These are what an operator actually has to hit, and they sit in the text of Delegated Regulation (EU) 2026/285 and the July 2026 carbon farming act, neither of which was read line by line this pass. Until they are, this track can say what must be done procedurally but not what must be true numerically.

Any methodology for livestock emission reductions
The Commission held a workshop on certifying livestock emission reductions on 4 February 2026, but no methodology has been adopted or scheduled on the published page. For any agricultural economy, livestock is where the emissions are, and it remains outside the framework.

The methodology list is the honest measure of what CRCF can certify. Three of the six adopted activities are engineered; the land-based three arrived eighteen months later and are still waiting to enter into force. That ordering tells you where the Commission thought the verification problem was easiest, not where the tonnes are.

The seven-step process includes an open-ended clarification phase that the Commission says 'may continue until all outstanding issues are fully addressed'. Nothing on the page commits to a timetable, so a developer planning around a CRCF route to market has no date to plan against.

The EU CRCF Buyers Club is a voluntary demand-aggregation platform, not a purchase guarantee
Announced in the EU Bioeconomy Strategy in November 2025 'to create predictable demand for results-based schemes and stimulate private investment', with initial details given at CRCF Days in May 2026. The Commission provides methodologies, scheme recognition and the registry; members identify projects, do their own due diligence and conclude their own contracts.

No CRCF unit has been issued, because no scheme has been recognised, so there is nothing to price. Any figure quoted today as a 'CRCF price' is the price of something else — a scheme's own pre-CRCF credit — and should be read that way.

No cost of certification is published: neither the audit and verification cost per project nor the scheme fee
For a smallholder or a mid-sized developer the certification cost, not the credit price, is usually what decides participation. IR 2025/2358 permits group certification for carbon farming precisely because of this, which is an admission that the individual cost is a barrier — but the number itself is nowhere.

An empty economics slot on a framework this elaborate is the finding, not a failure to find. The EU has built quality infrastructure ahead of demand and is now trying to convene the demand by hand. That sequencing is unusual and worth watching, because it is the opposite of how CBAM or the ETS created their markets.
