How to read your row

A dash in 2025-26 means no target that year. Steel, refineries and textile units all start in 2026-27, as do a few plants in other sectors. Where a 2025-26 figure is printed, that year is binding.

Compare plants on the cut, not the baseline. Intensity is per tonne of equivalent product (per thousand barrels per complexity factor for refineries), and the scale differs by product. The cut is each plant measured against itself.
